when you breed dutch rabbits do you have to breed color on color to get that
color or if you have a tort doe and a black buck will you get tort  and black
babies or just all black

It depends on whether or not the black is hiding the gene for tort. If it is (more likely if there are torts in the background), then it can produce tort and black when bred to tort. Otherwise, you will not get tort babies. However, any babies with a tort parent are guaranteed to be hiding the gene for tort.
