I have not had any success with finding the "correct" legal information regarding having a pet potbellied pig. We own our home in the City of Highland, Ca. 92346. I have contacted the City of Highland, but yet, know one can tell me what the zoning regulations are for sure. I would so truly appreciate any assistance or resources.

Local governments can be very difficult to deal with. It can be difficult to contact the right person, and even harder to get that person to actually do their job!

Never rely on what someone tells you over the phone. Most of the time they are wrong - because they don't have to be right! Nothing any local government representative says over the phone is legally binding.

The building inspector or department has the zoning ordinances and is responsible for enforcing them. Contact them and request a copy of the ordinances in writing - because that piece of paper is the only thing that will count in court.

You may have to pay a copy fee, that's reasonable. But don't let them stonewall you. My own personal experience with the city where I used to live, the clerk actually claimed it was illegal to let citizens see the written laws! Then, she tried to tell me I wouldn't understand them anyway. I had to contact the Mayor and get a copy through him.

Homeowners association rules are just as binding as community zoning ordinances. If you belong to an association, be sure to check those rules too.
