tumour and parasite

I have a pet rat who is about 1 1/2 years old and he recently developed a tumour on his neck, I don't know what I should do as I can't afford to have it removed but now he also has some kind of lice or something and I can't find anything online that says what he has. THe parasites are visible with the naked eye, light brown with wings. WHat should I use to get rid of them?

Bathe him well to remove the most immediate bugs, and see a vet to have them prescribe ivermectrin. If you can't afford a vet, then go to your local tack/feed store and buy some paste ivermectrin (for horses) and dose him with an amount about the size of a grain of rice. Do that once every two weeks for two cycles and you should be fine.
