Yes, Finches can be tamed.
I have tamed Finches before. The best thing to do is start off when they are just out of the nest and weaned. You can handle them in the nest too for short periods of time. They do not have to be hand fed!! I tamed my first two Java Finches by cliping thier wings and leaving the cage door to thier cage open first thing every morning and placing a bath water dish on top of the cage. They would come out of the cage to take a bath. I made this a routine every day at about the same time...three times a day. I also interacted with them placing them on my finger. They flew off a lot at first but later would stay on. Then I tought them how to step up on to my finger by slowly placing a finger under their breast bone and repeating it over and over. After time they realized when I put my finger under them they step up. It didn't take long to tame them now when I open the cage door they fly to me. They sit on my shoulder and head when I am on the internet and they give kisses.
Teils are much easier to tame and quicker also.  Do the same thing, get a young one and work with it the same way.
I have had teils and Budgies along with large parrotts and tamed them to ride with me on the golf cart, etc.  It takes tons of patience and love.
