I think my bird is sick

Question
The other day I came home from school and my parakeet was making strange honking noises that I've never heard before.  After that, she seemed okay, but was puffed up and behaving strangely.

Today when I came home, she seemed okay for a while,  I sat down to read and she began moving around and making the honking noises again.  I put down my book and watched her and noticed that she kept on whetting her bill on her perch over and over, and when she stood upright again, she made the honking noise, accompanied by a sound that I thought was a sneeze, but it sounds more like "cough, cough", and making strange motions with her head as if she were choking or something.

If someone could help me to figure out what might be wrong with her, and tell me how I can help her, I would appreciate it.

Answer
I have (what I thought were) clear instructions for people asking me questions...

You should not contact someone on internet about your bird if you suspect s/he is ill.  If you did not recieve these instructions when asking me your question, please let me know so that I can get this fixed.

If you suspec your bird is ill, you should take your bird to an avian vet asap.

Here are some websites to find a bird-vet in your area:

Good Luck with your little budgie.
