Wing flapping.

Question
My male parakeet some times hold on to the cage and flaps his wings hard. His does it for a short time and hard enough to create a draft.  

Is he just playing or is he trying to get my attention?

thank you for your question.
That's a normal behaviour. He's just testing the strength of his wings or may enjoy the feeling. If you react to it and give him attention when he's doing it, he will learn that very fast, though, so it may be to attract your attention, too.
