I recently found an adult male love bird outside my place.  I have posted flyers, but no one has claimed him.  I have several years experience in raising and caring for wild birds and animals, however, domesticated birds are unfamiliar to me.
I notice the bird will allow my hand in the cage, however, he does not want to be handled.  I can get really close to him with very little difficulty.  With patients he will let me stroke him gently, this takes about 20 minutes of keeping my hand in the cage and letting him become accustomed to me.
I think he was handled at one time, however, when I found him he was unnourished and dehydrated a little.  He has since come along nicely with fruits, vegetables and seeds.  
I don't think anyone will claim him, but I keep posting his picture.
Can you give me some advice on steps to take when trying to tame this breed.  Any information would be greatly appreciated.

First of all I think you are doing a great job!  You are doing all of the right things.  Keep in mind that lovebirds are feisty little parrots but just as sociable as other species.
Take your time and do not force him to step up.  Keep putting your hand in the cage and stroking him when he will allow it.  Offer him food from your hand until he will finally eat it.  Try getting him to step up on to a perch before your finger.  Be sure to allow him out of cage time too they need their exercise.
It is great that you are giving him fruits and vegetables as well as a seed mix.  I would also advise offering him pellets.
It would also be advisable to get him checked by a good avian vet.  Birds hide illness very well and sometimes symptoms don't show up until it is too late.
