My Male Chinchilla has a sore w/ a almost white center to it and the sore is almost round about the size of a pencil eraser. He shows sensitivity when I rub the top of his head. He was like this when I received him. Their is also another Male chin in the cage w/ him but the other one shows no signs of sensitivity or sores so I didn't suspect ringworm. Can you give me an idea?

It sounds like he may have a fungal infection. I would really consider taking him to a vet to get looked at and see if there is any topical cream or antibiotics to put on the fungus. Sometimes the fungus may be a type of ringworm but since you don't notice anything else, I really think it's fungus and it's very common.
