QUESTION: I'm getting a guinea pig on the Tuesday of next week, and my parents want to put him in a small(ish) cage with virtually no playthings.  What are some low-price ways to make toys?  (I'm very interested in making him a tunnel and something called a cuddle cup)

Wood blocks to chew are good but, as you say, anything to run through/hide in such as old drain-pipes etc are great too.

If he is in a small cage you need to give him plenty of time outside with you to prevent him being bored, especially if he is a single pig.

QUESTION: I know, I have had gerbils and chinchillas in the past (and presently)  My parents say they would agree to get him a larger cage! :)  Partially because my sister is getting a pig too, and we plan on trying to get them in one cage.  Any more ideas for two pigs with a regular sized cage and (as of right now) almost no toys?

A 2nd pig is great news as they will entertain themselves.

Apart from tubes, you can get cool piggy igloos made of plastic which mine love. You can also get food treats which hang and provide hours of entertainment.

As I say, human interaction and exercise are the best entertainment.
