why does my ferret dig in my plants and what can i do to stop this behavior?

Ferret are burrowing animals; plain and simple, it's encoded in their genes to dig. Usually ferrets will dig at your carpet around doors when they're bored or think they can get to the other side; yours is happy enough to find real dirt to dig through.

There is no stopping it, you will have to work around your ferret. You can either put your plants in plant holders that are 3 or 4 feet off the ground, or put the plants up on tables or shelves where the ferret can't get to them. What may work is you could try to put heavy rocks over the dirt. The ferret may be strong or persitant enough to topple the plant over or uncover the dirt, so again, the only for sure way to get him to stop is to remove the plants from his access. I know that's not very promising, but it comes with owning ferrets. Fortunately, this is only one of a few quirks that are annoying, once your home is ferret proofed and he can't get to off-limit things you'll get used to it. But if having lots of plants is more important to you than having a ferret, maybe you should have a dog or a cat as a pet instead.
