Puppy toilet training

What is the best way to train a puppy to go to the toilet outside in a top-floor flat with no garden? Thanks.

There are some good products on the market. One is a Doggy Litter Box which is almost like a cat litter box but made for dogs. It will have special pellets that are used to absorb. This can be placed on an outside patio for the dog to use,or even placed inside your house.If you have some type of patio some people get a large hard plastic swimming pool on the patio and place some soil and sod grass, or even grow your own grass making sure there is enough soil (lots of it) to be absorbent.
