female pomeranian wont stop leaking

My female dog is 2 yrs old now and everytime I want to bring her inside the house she starts wiggiling her tail and starts leaking everywhere and wont stop until I get her inside the crate.

It could be a number of reasons, and we may never know WHY she does it, but how is she when she comes out of the crate?  Does she piddle then, or just when you're bringing her inside?  Does she associate coming in with having to go in her crate?  In HER eyes, is her crate a pleasant place, or a punishment?
