I have a 14-month old female border collie I am doing rally training with.  I have her complete attention, eyes on me, for the stationary exercises.  When it comes to the moving exercises, such as heeling and serpentine etc., she will not look at me.  She tries very hard to stay in heel position, but by not looking up at me, it's much more difficult.  I've tried her favorite treats, toys, and clicker, but she keeps her eyes straight ahead, even when I say her name repeatedly.  As soon as we come to a halt, sit, she will look up at me immediately.  Once we start to move though, it's gone.  Can you help us?

This needs to be seen in order to understand why she is doing it, so your trainer will be the best person to help.

Sorry, I don't know what rally training is!  Maybe it is a different name in the UK.  Obedience?  Does it matter that she doesn't look at you - will you lose marks?  

You say you have tried lots of things, which makes me wonder if you have failed to stick at one technique long enough to see if it works.  CT will work if you train her away from the heelwork, simply to hold eye contact with you.  Put it on cue then start to introduce it while taking gone step, then two etc.
