English Bulldog and our stairs

Question
Hello...we have a 2 year old english bulldog who will not go down long flight of stairs.  We have tried having another dog go down the stairs hoping he will follow and he won't, we've tried his favorite treats...he just prances at the top of the stairs.  He does go down shorter flights of stairs but the ones downstairs to go out he won't budge.

We can tell he is scared so we don't want to push trying to much but to carry 55 pounds down 2 flights is tough!

Is he just not physically made to go down stairs?...the short legs and top heaviness I'm guessing make it a little harder for him.  Or do we need to just keep trying to train him?  If so do you have anymore tips on how to gently ease his fears??

If you position yourself at the top of the stairs, and lean over the edge looking down, you can see how it might intimidate a dog that had never done stairs.
So, instead of asking him to descend the stairs from the very top, carry him down to one or two steps from the bottom, and entice him down those two steps first, or find a smaller staircase, with only one or two steps, to practice on.  Use something really stinky, like liverwurst;-)
