Hello,
I have a 10 month old, female shih tzu, and have a few issues.

She has not had her cycle as of yet, and I was wondering if she is either, sterile, or has problems with her reproductive organs, or is a late bloomer.

And, she urinates when she is either lifted up to get a hug, and when I am walking her to my eleveator in the building, she urinates. But, she also urinates on her pee pee pad.
Is this an emotional issue, or is there a urinary tract issue.

I can't diagnose in a letter. Even a Veternarian can't diagnose without examining the animal.
I would advise you though to get her in to see her Vet as soon as possible.
The urinating could be nervousness or it could very well be several baldder and urinary tract issues.
I would be afraid to take a chance and wait.
It is doubtful she is sterile, but animals have female problems just like people do, and she could have anything from just being a late bloomer, to uteral cancer.
Again, not worth taking the risk of waiting to have her seen.
Her Veterinarian will have to run tests to determine what is causing the problems.
If there prooves to be no medical reason for the urinating in the elevator etc, it may be excitement at the prospect of getting to go for an outing, and maybe she would need to wear a doggy diaper until she gets outside.
If she is wagging her tail and acting excited it could be that, but the urinating when you pick her up really would concern me.
When you lift her to hug her, that would put pressure on her bladder. It shouldn't bother a healthy bladder, but a weak one, for whatever reason, would be a problem.
