not a medical question - lab injury habit

Question
My yellow lab suffered a broken tail after my son accidently caught it in the car door.  An partial amputation was necessary.  Unfortuntately almost at the point of being totally healed, she licked her tail raw, it became infected and we have to amputate more.  We have tried bitter apple, a basket muzzle and an e-collar and I can 't seem to keep her away from the injury.  Any ideas?  I would be grateful.

Well there is a soft e-collar which works better,because the dog can do anything except lick

Also what you can try is to get a 'Kong' toy(available in all petstores)and stuff it with treats to keep him busy while healing-and you can try as combo of both things
