Nancy,
  First off thank you for your time. My name is Ryan and I am writting you from Vancouver Washington. I have 2 Champion bred Black Labs otherwise known as "squaretops" My male dog is named Maxx and he weighs about 135lbs and yes he is a very lean healthy dog. We run roughly 4 miles each morning and he loves it. My other dog is a female lab and she weighs in right around 120lbs. She's the one who I have some concerns with. She is very active but doesn't really like concrete. I don't know why, she never had an issue when she was a puppy or any type of injury. Running Maxx on the concrete keeps his toenails down very well therefore I don't ever have to cut them. With Mia it is different, she has a hard time with anyone touching her feet. It is hard to stay on top of the cutting of her nails every ten days or so. I have tried massaging her feet while giving her favorite treat to her, I seem to fail and it concerns me. She bites and nips at the Vet. Can you please help? What do you suggest? What would you do if you were in this position? Once again, I appreciate your time and I look forward to your response. Although this sounds like a vet question, I will try to give a few suggestions, plus I am going to talk to my vet in a day or two and see what he says since he works at the track where they race dogs.
First I will tell you (from years of grooming experience), that some dogs' feet are more sensitive than others.  Some dogs are ticklish, some dogs aren't.  Some dogs don't care if you cut nails probe between the pads, and some dogs will take your arms off.  It could be as simple as that with your dog.  The dogs I find that have the most sensitivity are the goldens, chows, and yes, labs.  Your female may be one of those labs.  However.............
There is a fungus that sometimes starts between the pads and around the nails that causes sensitivity and it is a horror to get rid of.  Do you find her licking her paws a lot?  That is one red flag for that.  Also discoloration
between the pads and loss of the hair.
Also, you didn't say how old she was, but it sounds like she is young so this may not apply, but they can get arthritis and it can also be in the joints of their feet.  One of my females has this and she stands and switches feet constantly, poor thing.
And that is what I know so far, but I will check with my vet, and see if there is something that can occur when they are running on cement that can cause some sort of sensitivity
