Not going outside to pee

I got a rescue dog a little while ago, and we got her house trained and she was doing really good.  But we have recently had a lot of rain and she wont go outside anymore because she doesnt like to get wet.  Is there anything I can do to help her go outside when its wet or snow?

Wait until you think is it time for her to go.  Perhaps when she went to the door and then refused to go out when you opened it.  Get the leash, and maybe an umbrella.  Take her out and keep walking stopping only if she wants to sniff.  they can only hold it so long while walking.  When she finally goes, praise her and take her back in.  She should catch on that the only way to get back in is to go.
