my 8 to 10 yr old male lhasa apso is shaking like he is cold and panting what could that be?

This sounds like a pain reaction.

Run your hands all over him lightly and see if you can feel an area that is warmer than the surrounding area. Concentrate on his back, neck, and joints, and feel his belly for tightness (also another indicator of pain). Watch him to see if he is putting weight equally all on four legs. Examine his feet and toes and see if he tries to pull any away quickly (due to pain).

I think he needs to be seen by your vet... hopefully, a good one since it can be hard to determine the area of pain when most dogs work so hard to hide it. Something is really bothering your guy.
