My husband and I each have a Springer they are half siblings. I have the female & he has the male. They are 3 months apart.  From the time the male was about 3 months old he has been wheeing in the house.  He goes out is active has no medical issues.  He is a year and 2 months now and not neutered my husband wants 2 use him as a stud,because he has a great loving personality. I am not so sure and besides I really dont believe in amature breeding. He whizzes on boxes,laundry baskets anything he can hike a eg. This is driving me nuts at least once a day I am cleaning up after this little pee-head and I am getting quite tired of it any suggestions-I have suggestd neutering him but that isnt an option at this time

At this point neutering might not even help. Often once they have started this kind of behavior it's hard to stop.
You can limit his water and increase the number of times per day he goes out to potty. You can also go to alpha boot camp on the web to learn how to establish pack order in your home. Belly banding (Putting a band around his belly with an absorbent kotex, paper towels etc between his penis and the band) will at least stop him from peeing on things but will entail changing the pad often. Cleaning thoroughly when he does mark is also helpful
