I have 4 papillons. one is spayed 4 year old female; one is neutered 3 year old male; one is spayed 1 year old female; and last is neutered 9 month old male. The 2 older dogs are the parents to the other 2 from 2 different litters. At times there will be aggression between the males and at times between the 2 younger ones when they play too hard. They are very sweet otherwise to each other. I am concerned that they get aggressive to each other when they want the same treat and when they get playful and start to show their teeth. At times the young male acts sexually aggressive to the youn female.

With them all being spay/neutered, this could work.  It will take strong leadership on your part.  The key to most behavior problems is approaching things using the dog's natural instincts.  Dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog.  Life is much easier if the 2 legged pack members outrank the 4 legged ones.  You can learn to play the role of top dog by reading some books or going to a good obedience class. A good obedience class or book is about you being top dog, not about rewarding standard commands with a treat.
