Answer
Dogs don't understand spanking or time outs.
That's human behavior and they just don't get it, it means nothing to them. In their eyes they just think that you are being inexplicably mean.
Walk your dog. Every day, forty five minute power walks, not for fun but to exercise your dog and help to establish a calm, submissive state.
Give your dog lots of toys and change them out frequently to prevent boredom. Toys with treats stuffed inside are particularly useful for entertaining mouth and mind. Your boy being a terrier mix is a highly energetic highly intelligent dog who needs a focus and an expression for those things. Otherwise as you have discovered he will find those outlets himself.
Try to get your dogs out to the doggy park or some other place where they can run and play hard at least three times a week.
Alpha dog boot camp on the web is a great place to learn about how your dog thinks and why. Remember they do not think like us,. ever, at all. Human punishments and/or rewards simply do not work because they do not understand. Any more than you would if your mother suddenly picked you up  in her mouth by the scruff of the neck and shook you.Or stood bodily between you and your food and used her body to block you from eating. Or rolled over on her back when she saw you. These are dog behaviors. Try remembering that they do not speak our language, they have their own.
Good luck
