Advice on training 9wk old puppy for walks

We have a 9wk old male boxer puppy. Having had a boxer before, I understand the breed needs to be exercised. When I try to take him for a walk he doesn't want to go. I have do drag him down the street (my neighbors probably think I am just terrible). We make it about 50 yards, turn around headed back and he's very happy to walk. It's almost as if he doesn't want to go away from our house.
The weather is mild, our neighborhood is a quiet-calm area...nothing seemingly scary.
I like to run and eventually want to train him to run with me.
Can you please give me some advise on how I can get him excited about going for a walk?
I've tried treats and enthusiasm...he just looks at me like I am out of my mind :o)

If getting out in front and coaxing doesn't get a puppy moving, try dropping behind it and running by in baby steps calling ''Go, go, go!'' In a happy, excited voice.

I do hope you were planning to wait until he is past a year old to take him running.
