wetting indoors

my 3yr old daxi who i have had for 2yrs,will go to wee when i say  go toilet , but if  i am busy and dont send him out , he does it indoors, he also tries to avoid going out if its wet or windy.  any tips .  yours sincerely   audrey black.   P.S i am disabled and cant walk him far.

The best way is with a crate and the way to do that is to keep him in there all the time,except to take him outside,to feed him,to play with him,to take him on walks ect And do this for about three weeks,then slowly let him out more,but if another accident happens back in the crate he goes for another week
