Are you asking if the law is that the dog must have an exam, or that the dog must have the shots?

The only immunization I'm aware of that is law is the rabies vaccine.  

There are some schools of thought against immunizing dogs annually for dhlpp, therefore many people have titers run which indicate the level of antibodies against the disease.  If they are in the safe range, the dog does not need re-vaccinating.

Some people learn to administer their own dhlpp shots, available from vaccine companies online.  Rabies cannot be done by the individual; vet only.
