There are 2 dogs in our home. A 2 year old miniature pinscher and a 1.5 year old multi-poo. Both of them have issues with peeing and pooping in the house. It doesn't seem to matter how quickly we take them out, how often we take them out (currently 3-4 times daily for walks). The min-pin pees on everyone's beds, intentionally it seems and almost always when someone tries to pick him up, leash him, or a new arrival at our home. He has been to obedience classes, but is more or less unresponsive to commands unless it's "sit" with a treat in hand. He is also very high strung. The multi-poo is somewhat calmer and listens to basic commands, but still poops in the house. Both take off if given the chance outside and are exceedingly difficult to get back. We have tried many approaches and none seem to be working. Any suggestions?

Until you make up your mind you are not going to let these dogs win, you are always  going to have this problem.   They are walking all over you.  The pinscher is owning you right down to peeing on your bed.
This is not going to be painless on either side, but you have to take charge and it is going to hurt AND it will be A LOT OF WORK.

First of all, get yourself two crates. or if you have tried this and they are going in the crate, get yourself and expen and puppy pads and a bed, all go inside the expen so they can learn to keep their beds clean.
But more important start working on becoming the ALPHA dog in your home.   This means they don't move unless YOU say it is ok.  Keep them on leashes at all times when they are loose so you can get the leash and control them.    Don't feed them until AFTER you eat.  They must sit and down, before you put their bowl down.  you may have to separate them to make them mind you, in fact training them separately is probably best.  You go out the door first and they have to stay inside until you let them go out the door.
Get a shake can  and every time they go to poop or lift a leg in the house shake the can.  Also, if they go to run out the door, have someone ready outside and shake the can right in their faces, if they don't pay attention to that get two pots and bang them really loud over their heads.

I know I am throwing everything at you at once, but it is necessary to take charge now.  I would be insulted at the way they are treating you make certain they don't do it anymore.
