Barking Sheltie on walks

Precious is my dear little female sheltie, but when we go for walks, she barks at every dog whether she sees them or if the other dog is not visible like in a back yard.  As soon as we leave our gate to start the walk, she starts barking and then arouses other neighbor dogs.  She even remembers where she heard dogs barking before and starts barking first.  Love her but very frustrated.  Hope you can help.  I am using a harness.  Is that bad?  Darlene

That would drive me crazy!  If barking is the problem while walking I might try using a prong collar instead of a harness (a harness is fine).  A prong collar is not something you use every day but only as an up front training tool to get their attention.  Once she has been walked a few times with that collar you shouldn't have any issues with the barking and/or not listening to you about not-barking.
