Is it true that humans are not allergic to poodles because they have no dander and they have hair and not fur?

Answer
Most people are not allergic to poodles because they do not shed.  Shedding and the dander that is put into the air by shedding is what most people are allergic too.  However some people are allergic to the saliva of animals so they would still be allergic to a poodle.
Poodle because of their hair type have little to no dander.  However this is all changed if a poodle is bred with another breed.
Yes poodles have hair.  Poodles hair will continually grow that is why they need to be groomed so often.  Dog that have fur will grow to a certain length and then die off and fall out (shedding).
