I adopted a mini poodle from a rescue group that gets left over breeder rejects. I love her she wieghs 4 pounds at 15 weeks. I resume she will be little. She barley ate the first 2 weeks i got her. She had kennel cough was on abx 10 day and cough pills. She is still coughing after 20 days could she still have it? Also she has yet to bark she can squeal. The rescue said they are punished for barking. Could something have been done to her vocal cords? How can I tell?

Hello Tammy,
I won't be able to answer all of your question, but I can speculate on some of it.  
I assume that she will be approximately the size of a Toy Poodle when she is full-grown if she is 4Lbs now.  A normal sized Miniature should weigh around 12-15 Lbs at least by 4 months.  I am not sure about the Kennel Cough and whether she is over it or not.  There is an Ask The Vet section on AllExperts that may offer more information on Kennel Cough.  
About her barking, sometimes bad breeders will damage the vocal cords to keep their dogs from barking and since you don't know about her breeder, you would probably have to have her cords looked at by a Vet (maybe even through X-rays) to see if any damage was done.  

Is she eating better than before?  If not, try adding some protein to her food to encourage weight gain.  You can use Beef (70-30 higher fat content), chicken with skin on and cooked in Olive oil, or Turkey again cooked in Olive oil.  
I have a recipe that I will put here that you can use, but you don't have to use everything on there.  Just mix and match and it will help her alot.   

1 lb Hamburger or Turkey Burger (70-30 because of higher fat content)
1/2 lb Spinach
1/2 lb Broccoli
1 can Sardines in Olive Oil (use the oil of the sardines and blend it with the Spinach and Broccoli to make a juice
2 eggs scrambled
1 Apple Blended (or you can use 1/2 cup of Applesauce)
1/4 tsp Garlic powder
1/2 cup brown rice, cooked using chicken broth for better flavor
1 grated carrot
1/2 package of Knox unflavored Gelatin will also help as it contains Keratin, which is what hair and nails are made out of  
This diet is for dogs that need coat care as it has Omega fatty acids and Vitamins and Minerals that are good for dogs with skin problems.  It is really good and healthy for dogs that are underweight also.  You can make some of it up and it stores pretty well in an air tight container for about a week in the fridge.  I would mix a little bit with her dry food and I am sure she will eat it up.  
Also, this recipe is for large dogs, so you can easily half it (or less, whatever works for you) and that will be fine.
