At what age does a toy or minature poodle finish growing?

Hello Jan,
It varies from dog to dog, but with a Toy its around a year to fifteen months, and with a Miniature its about fifteen months to eighteen months.  I have Standard Poodles and with them it takes about eighteen months and I have seen some take as long as 2 years to mature.  
Some things to watch for are being careful about your poodle jumping around alot.  You don't want to damage the growth plates in your dogs hind legs and hips. (not so much on a toy and miniature, but especially in the standards).  Watch for matting around the underarms and belly area around 9 months old as they are getting their adult coat and as it grows in tends to cause HUGE mats.  Brush your dog daily to avoid mat troubles.  If you aren't going to breed your dog, you will want to get it neutered/spayed around 8-9 months also, so that he/she doesn't get the tendencies that comes with the release of testosterone/progesterone.
