Hi,
We have a seven-year old standard who is a lovely, gentle guy with an odd behaviour. When called to come he will turn in small circles repeatedly, his head lowered, inching his way toward us but still turning in small circles. He has only even been trained using rewards, though he is not terribly motivated by food treats. It seems like he is avoiding coming when called out of fear or reluctance, but he has only ever been treated with affection. I should note that in our local off-leash area, he is attentive to us and will come when called from a distance, even when he is playing with another dog.

Hello Geoff,
Your dog is showing submission to you.  When you call him, don't look him in the face directly so he doesn't think that you are being dominate over him.  
When he starts to turn the circle, take several steps back and continue calling him.  Get him excited and praise and pet him when he makes it all the way to you.
Start with him close to you (maybe 5 steps or so) and say his name and come.  Encourage him to come to you and take some steps backwards.  Stop and have him sit.  Praise and treat.  Try bites of chicken or cheese to encourage him to come to you with excitement.
