Question
Two questions actually. One - How do I help my 7month old female puppy to overcome her fear/timidity of humans and other dogs? Second - I feel as though her weight isn't enough(26.5 pounds at 7 months). How might I get my puppy to gain more weight? Thank you for your time and help with my questions.

The weight is easier.  First you need to evaluate her as illustrated at http://www.puppychow.com/products/popup_body_condition.aspx  Then adjust what you are feeding her as needed.  I was once given a 7 month old Lab whose ribs showed.  She was a large, high energy dog.  I had to feed her 7 cups a day of Pro Plan to put weight on her.  Most Labs will eat all you give them and look for more.  You do want the vet to make sure she doesn't have worms or other problems.  

The timidness could be a lack of exposure to other people and dogs before she was 12 weeks old.  Try having strangers give her treats.  I have carried a little kibble in a 35 mm film canister.  Try to find other younger dogs.  Many older dogs are unfriendly to puppies.  Keep both dogs on leash and let them slowly get aquatinted.
