Hi,
We have a male lab who is a year and a half and was neutered about nine months. We also have a three month old male lab not yet neutered. My question is two parts:

1-The older one is mounting the baby and from what I understand this is a dominant behavior? What can we do to stop or control this?  We have tried almost everything I can think of.

2-I also wanted to ask about playing, there isn't too much running going on but lots of rough %26 tumble. Can hips be impacted by too much of this type of play?

1  Yes, I think it is the older one letting the younger one know who is who.  The term ''dominance'' is out of favor with many, but I still find it descriptive of much of the behavior I see.  I you give him a sharp ''Ah, ah, ah!'' and divert him with a toy it may help some.  I don't think there is any stopping it.  Obedience training may help too.  

The key to most behavior problems is approaching things using the dog's natural instincts. Dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog. Life is much easier if the 2 legged pack members outrank the 4 legged ones. You can learn to play the role of top dog by reading some books or going to a good obedience class. A good obedience class or book is about you being top dog, not about rewarding standard commands with a treat.

2 The dog guide school's manual says limit running and jumping, but many families have several dogs and plenty of rough play.  I don't think it hurts.
