still urinating everywhere

Question
Our 15 month old jrt is still urinating and marking everywhere. We had him fixed when he was 6 months old almost to the day. He runs around outside for hours and sometimes just to be let out to relieve himself but will then come inside and lift his leg just moments after being outside.  He also pee's in his crate all over his pillow and blankets - which I thought was something they normally don't do.  We also have a 4 year old JRT male that we got when he was only 4 mo old. He had other behavior problems but was a breeze when it came to potty training (original owner did not train him to go outside).  We have done everything trying to teach our little one since the day he came home at 6 weeks old.  Now he has to be either kept in his kennel, outside or on a leash with us in the house so we can keep an eye on him.  After such a long time, why would he still be marking? What else can we do to stop him from peeing on his sleeping quarters and the rest of the house.  We feel bad because the older dog can be free in the house with no worries while our little one has to be crated all the time when we can't leash him.

Answer
Hello I am sorry to hear your having such problems with your younger dog. What would be reccomended in such a case is to take him outside and keep him leashed until he goes....if he doesnt go bring him in and crate him or tie the leash to your waist so you can watch him after a short while try again do this again and again until he does go when he does call him pet him tell him hes a good boy rub his ears whatever he likes to make him know this is what he should do....you can even give a tiny treat or a peice of his daily kibble as a reward. After a few days of this he sohlu dbe starting to click...go outside get rewarded...never let him out of your sight indoors he must not be allowed to go inside and if he should go inside raise your voice stare him straight in the eye and say No bad dog and take him outside.... it wont take too long for this method to be reliable after 1/2 weeks he should be able to be trusted around the home and bedding without hiking his leg. The other thing that seems it might be playing into effect is he may feel threatened by the other household dog and feels that marking his territory ie favorite sleeping spots ect ect will show the other dog he is the boss and thats that...in such a case I am not sure what to do and am sorry I cant offer advice on that.
