i was wondering, can you breed to jack russells, aka, brother and sister, could that hurt them? would make werid looking puppies? i have never breed a dog before. can you tell me a little about it?

NO. PERIOD. You can not breed brother to sister or any family members. Puppies are born with genetic defects and many problems.
Breeding is serious business. And very expensive to do it right.
For the females you need to make sure they are healthy and can trace their lineage back at least 4 generations to make sure there are no health issues. You have to find and pay for a stud dog/fee - and he has to be genetically sound, going back at least 4 generations to insure genetic health. Female should go on prenatal vitamins, and high quality puppy food until birth of the puppies. At this point an ultrasound is done to determine how many puppies will be born, because you wouldn't want to think she's done and have another one up inside.  When delivery time comes, have lots of money saved in case your female gets in distress and needs emergency intervention. A C-section is about $5000 -  Make sure you learn how to deliver a stuck puppy, or a dead one (sometimes it happens#.
Puppies need physical exams at a vets office; tail dockings and dew claw removals are done at your expense at the vets office too. At 7 weeks the puppies all need first set of vaccinations and deworming at your expense. High quality puppy milk #Esbilac# and 5 star puppy food needs to be purchased to start to wean puppies from mothers milk at around 5 weeks old. Make sure to care for mothers nipples so as not to induce mastitis - that's another vet appointment.
Make sure you have people interested in the puppies before you do any breeding, otherwise you will be responsible for caring and raising them - #or sending them unwanted to be euthanized, which you have to pay for also).  Breeding is VERY serious and should be very well planned out before you even THINK about doing it.
