Answer
Any pet will be an expense.  You have to be able to afford vet care, food, monthly flea treatment and toys.  You have to make sure you can handle that kind of expense since dogs are companions for a long time.  Poms average life span is about 12-15 years.  You also have to have the time to spend with the animal-make sure you don;t just leave them locked up and away from you.  If you can provide all these things then a Pom will make a loving companion.
Shop around-don;t just get the first one that comes along since you may end up being unhappy with the dog and not give it the fair love and attention becuase you are not happy with your choice.
Buying from a show breeder will get you a better socialized, healthier pet, aslo.
Some dogs-no matter what kind are not good with kids.  If you get a Pom that has been raised with kids from a responible breeder you should be fine.
I feed IAMS.
The grooming needs are minimal.  Just keep them brushed out a few times a week and keep their hiney clean from feces.  Keep thier teeth brushed.

Best of luck!
