Answer -
House training a puppy can be difficult.  The tile idea
sounds good also.  But I would keep him in an exercise pen
when you are not watching and playing with him.  Anytime you feed him take him outside.

Usually a pup needs to be around 4 months old before they
are old enought to start training in the mean time put him
in an exercise pen with newspaper until he learns not to
potty on the carpet.

I usually train to newspaper and then to the outdoors.

Answer
No you get an metal exercise pen to keep the pup contained until you work at getting him house broken.  Check out
KV Vet online...they have several of these pens available.

There are several other online pet supply companies if you
do not see what you are looking for.

IN the search on the internet put in "puppy exercise pen"
this should bring up several places to buy.
