Swollen Vaginal

Today I noticed My 9 month cocker spaniels vagina was red and swollen. She went out to urinate and jumped up as if it burned. She now licks the area constantly. Is this normal?

Is she spayed?  If not, she could be in heat.  If so, do NOT leave her outside for one moment alone.  Male dogs will come from miles around and yes, they will jump fences.

No, it's not normal and if she's responding that way to urinating she needs to see the vet.
Take a urine sample with you.  Collect in a sterile container and if you can't take it directly in - refrigerate it.  Best way to collect urine is to come at her from behind with a shallow container.
