I would not walk her 1/2 mile every day - Chi dogs tend to have poor knees - patella can be luxating... Walk every other day only...
As for food - the brand you are feeding has a bunch of fillers that can make dogs fat.
I know it has a cute Chi dog on the front of the food bag.

Let's get her to a grain free food :  LOOK for Innova EVO reduced fat food ; Wellness Core reduced fat food or Merrick BEFORE grain - reduced fat food.
YOU can give 1/8 to 1/4 of a cup 2 x per day of a good grain free food.

Mix the old food and the new food for 7 days - to avoid loose stools from the Food change.
