how do I keep my two cats from using my  garden for a litter box

people claim that moth balls work, but there is also a powder you can buy from lowes or a hardware store, im not sure what its called, but its not harmful to cats but it is just an unpleasant smell for them i guess, anyway, it makes them stay away from areas.
