Found cat ouside wants to go out is ther a way w/ no run away ?

 Is there a product that can be set up so this cat that I found Can be outside and smell the air. If I open the window he really wants out and ruins the screen and cries. He also wine at the door every day. I know he is in here with no air. I actually have to adopt him out after a large sad search of not finding owners. (reason is  necessary ) I am also concerned to a point of tears about the new home. I am going through Cat recuse / adoptions in front of pet stores.  So there is two question. How can he see the out side w/ out running away ? How can I trust the sources out there ? Are they usually safe

I am so sorry for the delay. I am opening a business, and time seems to be in short supply.  Thank you for your patience.
There are actually mesh type enclosures that can be constructed to allow cats to wander outside safely.  These types of things can be found in select pet stores.  Because you found him while he was 'wild and free' it is possible that he misses his freedom and his ability to roam the territory around him.  As far as the rescue groups go, it is usually a safe bet to go with rescue groups.  They usually have very strict adoption policies and are very selective with the potential adoptive homes.  Many times, rescue groups work with a large part of their staff as volunteers.  These folks do this because of their love for a specific species, or a particular breed within that species (dog or cat).  You may also contact your vet to see if they have any referrels, or if they have any clients currently looking to adopt a kitty.
Good luck with locating the mesh enclosure, and hope you find a safe and special home for him.  Obviously you care very much for him and he has been fortunate thus far.
