7 week old kitten and dog

I have a kitten 7 or 8 weeks old.  I am trying  to get the dog and kitten to get alone.  I bring the out on a leash and let him get so  close he will look at the kitten and then the kitten will make a move to the dog and he gets mad.  Is this the correct way to get the kitten and dog to get along.

How old is the dog?

It is not clear from your description who is getting mad at whom.

It is natural for the kitten to hiss and spit at the dog, at first.

Is the dog aggressive.  If the dog is not on leash, will it chase the kitten?  Does the kitten know enough to jump out of the way or stand its ground with the dog.  If the kitten will not run away (and, thus be chased by the dog), they can be left together.  At least until the kitten is a bit older (say 3-4 months), I would not let them be unsupervised unless it is clear the dog will not chase or snap at the kitten.

If the dog is not a puppy and can be trusted not to accidently hurt the kitten, they may be OK to be left to play together.  Your caution is correct as the kitten is really too young to be left with the dog, unless the dog is very, very trustworthy and has been around cats before.
