If a pet cat is outside and goes on someones property, doing no harm or bother other than just sitting on a rock wall (for example) does that person have the legal right to harm that cat?

The problem is that every county and many municipalities in the counties all have different animal ordinances, so it depends on the jurisdiction you are in as to what is considered acceptable.

Most jurisdiction have animal cruelty laws so, no matter where the cat or dog is, unless it is threatening the person involved, they do not have the right to harm the animal under penalty of the law which could be fines or fines and jail.

I would check with my local animal control agency and see what the law says.
