How do i get my cat to come home?

Hi,
I have 2 part ragdoll cats one is 2 1/2, is always inside the house and only goes out to do her business but my other cat is 3yrs old and wont come home.
I've had her ever since she was a kitten and 1 yr ago I had to move out of my parents house and my cat stayed there without me. When I moved back in 8 months later I found that my cat wasn't coming back to the house as often as she used to.
For the last year she has been going to a neighbours house everyday all day who is feeding her and she only comes home every now and then. They dont let her stay in over night but she doesnt come home either I dont know where she goes.
When she does come home I try and stroke her and pay her attention and try and treat her and feed her but if my other cat is around she will disapear straight away. If she is alone with me she will allow me to stroke her and feed her. Sometimes when I try to stroke her she will dodge my hand and walk away.
My 2 cats used to be the best of friends but now they dont get on. My outdoor cat doesn't like my indoor cat It's like she feels threatened. My indoor cat is alright with my outdoor cat she just wants to play and sniff her. But she wont eat unless she is away from my indoor cat and if my indoor cat tries to play with her she will hiss and leave the house. Also before she walks in to the house she will check to make sure my indoor cat isn't there; if she is she wont come in.
I dont know how to bring her home and make her like my other cat again or how to make her feel less threatened by her.
Should i keep her in and tell the neighbours to stop feeding her and separate my cats and let them 'visit' each other so they can get to know each other again? I tried keeping her in but my parents just let her out because they get annoyed that all she wants to do is go out and i dont want to keep her in my room all the time it seems cruel.
Help would be very appreciated

Hi Hayley,

It is very difficult to have an indoor cat and an outdoor cat, and it is dangerous for outdoor cats. A solution could be to make an outdoor enclosure so both cats can "visit" outside but stay safely contained. For ideas see this article:
