I have the opportunity to purchase a Hairless Chinese Crested puppy. My question is do all Chinese Crested stick their tongues out and why do they do this? I know they have teeth issues but is this something i should expect to happen?

It has been my experience that Chinese Crested dogs tend to lose their teeth quite often.  Some breeds develop tartar and periodontitis more frequently than others - Dachshunds, Poodles, and Yorkshire Terriers need extra oral considerations.  The same is true for the Chinese Crested.  

Breeds like the Chinese Crested require extra attention to the skin (they need suncreen) and require a special diet.  You are right to research your choice before you get it - so many people purchase exotic breeds because they look different and are surprised at the upkeep of dogs like the Crested.  They make great pets, but because they are an exotic breed you should also find a veterinarian that is aware of their idiosyncrasies.
