my betta is he sick?

My betta, Apallo for the past 3 weeks now has just been staying at the bottom of
his tank not moving at all. But a lot of times when he does move he swims
around his tank really fast. When I feed him his fried bloodworms he will either
just leave it alone or he will grab it and swim around fast. Also I think he is
getting fin rot, but I am not sure.

Hi Jaycee,
If your fish is darting around the tank check your water quality. Usually it could be due to irritation on the fish caused by bad water quality. If the water readings are normal, this could be a sign of internal parasites.
