beta white belly

my friend just got a beta fish about a month ago. we noticed its find getting white tips and did research that told us to get some kind of medicene to cure ich. it worked for a while but now spaz (the betas name) is getting white scales on its belly. were still putting the ich meds in spazs water (one drop a night) but it doesnt seem to help. whats wrong with spaz?

this doesn't sound like Ich, it sounds more like a bacterial infection.  The first thing I would do it stop using the commercial medication, I hate this stuff, often it does more damage then good.  A treatment of 1 tablespoon aquarium salt per gallon of aquarium water and raising the aquarium temp to around 80F will kill it off.  In 4 days do a 20% water change and in another 4 days do another 20% water change then lower the temperature down to around 78F, in 4 more days do another 20% water change and then go back to your normal maintenance schedule.
