My Betta Fish is acting wierd!!!!!!

My Betta fish is laying on the bottom of the tank ALOT and he Has a HUGE brown spot on his scales do you think he is diseased?

Hi Koko,
 That doesn't sound good at all.  

 Have you been doing regular weekly water changes (of about 20% of the water) on his tank to keep the water clean and healthy?
