Outside found budgie.

Question
I just found a blue budgie behind one of my job buildings. First, I notice him ontop of the electrical wires and then he flew down to the ground and apparently, he's very tame becuase he let me pick him up. I currently own a green cheek conure and a sun conure so I am familiar with signs of health and whatnot. I brought him home and is in quarantine at the moment due to the fact that I don't want this budgie to pass any illness onto my conures. So, when i brought him home I gave him a bath, clipped his wings and nails, game him plenty of food, water, vitamins, and love <3. However, my question is : is there a way to determine how long this budgie has been away from home and loving care? His nails were insanely long, his tail feathers were at an extreme length, and his wing feathers had obviouslt grown back. I am assuming he escaped from the pet shop in the shopping center but you never know. Any idea? Thanks.

Answer
I'm not sure. Sounds to me like he's been out for quiet a while.
You might want to run an ad in the newspaper saying you found him because, if he is tame, it is unlikely he escaped from a petshop. Most petshop owners do not train their birds before selling them.
Just a thought!
