AnswerYou've got a couple problems off the start.
Turtles should have AT LEAST 5 gallons of swimming space per inch of turtle, with 10 being the norm, so a partially filled 25 gsllon tank would really only be adequate for a couple inches worth of turtle- and none wills tay that small for too long.
Next, turtles eat frogs- and if it can't eat them, they'll harass them. The smaller the tank, the worse the problem.
You can try tree frogs, but then you'll need a screened top and have to be pretty careful about opening the tank.
